just did $138.00 transaction and only cost me $4.00 so call me lazy PayPal spoils me

Uh no they aren't. All fees must be shown to anyone using a service. It's otherwise illegal to not do so.

All fees are laid out in black and white on their website for all sellers to see.

so is paypal fees on their website.

Yes, they probably are.

Nothing - They are privately owned, their site is private property and if you don't agree to their terms of use, they can refuse to let you use their service.
