I was there last week and got a beautiful pair of hand made cowboy boots. Paid the price I negotiated and no tax. My wife bought a piece of jewelery - same deal - negotiated price and no tax.

Not exactly. You'll still have to pay your normal arrival departure taxes if you fly there. As for sales tax, it is usually included in the price of items. As far as I know tianguis don't charge tax.
