Fifty Percent of the cars manufactered here are exported to the european countries.
Oh, and it is referring to the 50% because "the cars" is part of the prepostional phrase "of the cars".

you would use "are" because you are referring to "the cars" which is plural.

are you would say "cars are" not "cars is"
