According to the 2005 Update to the Joint Drug and Treatment Program, which updated the existing collective bargaining agreement, the penalties for testing positive for steroids were:

B. Player Tests Positive for Steroids

1) First positive test: a 10-day suspension or $10,000 fine;
2) Second positive test: a 30-day suspension or $25,000 fine;
3) Third positive test: a 60-day suspension or $50,000 fine;
4) Fourth positive test: a one-year suspension or up to a $100,000 fine;
5) Any subsequent positive test result by a Player shall result in the Commissioner imposing further discipline on the Player. The level of discipline will be consistent with the concept of progressive discipline.
