Since there is no universal symbol set, many map makers in the United States try to adhere to the symbols used by the United States Geologic Survey (USGS). However, their list of map symbols does not include one for state capitols. In that instance I go to the on line National Atlas at http://nationalatlas.gov/, which shows capitols as red stars. Of course, that's if you're making maps. If you're reading maps, hope they put in a good key, because my experience is that state maps (particularly the ones they give tourists) are "artsy" and it could be anything!

Usually some kind of star, perhaps with a circle around it. It depends on the map, however, so check the legend to make sure.
