The 3.2ghz dual core processor adds speed. Just makes your computer run alittle bit faster. That is all that they are referring to when using ghz. The higher the ghz's are, the faster the processor will run.

it depends on the specific processor architecture, a 3.2 ghz processor is not always faster than a 2.1 ghz processor, ex. a core 2 duo at 2.13 Ghz would probably be (significantly) faster than a socket 478 pentium 4 at 3.2 Ghz

depends on a lot of things. it has a lot to do with the way the chip is made and the architecture that it uses. for example a chip made by AMD clocked at 2.3 can be as fast as if not faster than a similar intel chip clocked at a higher rate (ex. 2.8, 3.0...). bigger numbers don't always mean faster performance. you should post the exact models of the chips you are comparing. we'll be able to help you out a little better.
