The sequel is not in production right now. Critics were quoting the "$200 million" mark sayin that wouldnt b a sequel if didnt reach that number domestically. However, Superman Returns reached that number, and as of now there are plans to shoot a movie scheduled for release in summer 2009. This one will have more action, and have him face off against one of DC's major bad-guys.

According to Supermanhompage.com it has been given the green light to begin work on a sequel. Further information shows that the movie did surpass the $200 Million mark as was indicated necessary in order to make the movie work for them.
Talks right now are that they may do 2 more sequels and then review a 2 picture Superman/Batman Crossover event...
However, all that is known for sure is that after the Sequel to Batman Begins is released, we will see more on a Superman Returns Sequel!

Brian Singer and Brandon Routh are both attached. The Villain will not be Luthor, but most likely Darksied,Mongul or possibly Doomsday(I'm guessing, they could go w/ Doomsday in 2, an leave it as a cliff hanger into 3 with Superman Dying) It has only been green lit as of yet so don't expect a film until 2009 at least. hype will pick up after the Dark Knight in 2008

Accordingly to one of the most reputable sites on the web for movie news, Internet Movie Database, there is already a sequel in the works with Bryan Singer returning as director. He did a spectacular job reinventing the Superman saga for this generation. So I am excited to see what he will come up with next. So far a title hasn’t been picked out for the sequel.

After the abysmal failure of the last one, I hope they'll just let it die. Probably not, though. Smallville's good enough, why don't they just make a dang Justice League movie?
