Sounds like it could be some type of case bearing moth, larval stage, they will feed on the organic bits of the carpet,(Wool, Hessian) give your local authority a call they may have an in house pest control service, you will need to identify them to have an effective treatment either way you will probably need to treat the carpet with a residual insecticide, best get a professional in, some of the sprays you buy are solvent based and could damage the carpet, or worse.

They are the caterpillar for a type of moth. If the area in which they are appearing is fairly localised, tease them out of the carpet with a stiff brush and vacuum them up. Keep checking for more as they tend to hide themselves away.

You might also be advised to check your stockpile of winter woolies in case the moths have found them too!!!

If you have a wool carpet the chances are it will be 'carpet beetle' which live in wool carpets. They are not harmful - just a nuisance, daily vacuuming will help but once they are there; they are hard to get rid of.
