I am a motocross rider, and to ride at tracks your exhaust pipe must keep a specified level of quietness that can be achieved with various brands of mufflers. FMF is popular brand of mufflers, if you are not being allowed to ride because of your noise level, search on ebay for a good used muffler

You are the first person I've heard of that actually cares about noise levels. Most people want there cars to sound like a broken jet. At 100db, it's hard to hear yourself, at 130db, you have gone deaf, at 160db your heart will stop.

Your car should not be too loud!

If your car is loud, it means you are not making best use of the power, anyway. Your car engine only creates so much energy, if some of that energy is excess noise, your car is less powerful than it could be!
