I've seen them in stores, like the little packets and you "just add water", but what are they?

Brine Shrimp, it belongs to the phylum Arthropoda (joint-legged invertebrates), class Crustacea (shrimp, crab, lobster).
They're usually found in salt water. They're used as food for both fry and adults.
Some people even raise them as pets, they're extremely low maintainance, and easy to handle. The ones the stores sell are the instant shrimp
So basically, they're a type of saltwater shrimp used as food for many fish. They're also pets that are extremely tiny. They eat plankton and algae. They live in warm temps....yeah.
Another type of instant shrimp and relative of the sea monkey are the triops.

As above, brine shrimp or "Artemia Salina". The reason that this particular species is used is that it has evolved the ability to 'hibernate' by drying itself out into a small brown dot and then to reawaken when in the presence of water. This means that they are easily transportable and the eggs last almost forever.

Yet another clever way of getting kids to hand over their allowances for junk. 'Seamonkeys' have been around for decades being advertised mostly (as far as I can tell) in comic books and other similar publications.
