I recently bought GTA: Vice city stories when I was traveling in Singapore & it is rated by the PEGI?

this rating is for europe,middle east,africa and oceania region,my qauestion is that, is there a difference btween the US version and the regions mentioned above?
By difference I mean is the pegi rated version waterd down (less violence,drugs, sex and bad language) in comparison with the us version?

I think there was only ever the one version of VCS released. Unlike multiple versions of the other GTA games released on PS2.
