This generally isn't true. Quite often, people do best when they start pursuing a project just because it interests them, not because they're getting paid for it. Getting sponsors or investors involved means that you have to define the project, its goals, and work on putting it on paper, instead of just playing around.
There are some projects which need funding right away, like building spacecraft, or researching vaccines, but a huge amount of successful businesses start out with a tinkerer with a side job.
Defining your goals and a way to make a project pay off can be good, it can be the best thing possible, but defining the project too early may box you in, and your passion out. Go ahead and innovate, don't wait for a sponsor with a checkbook to fall from midair.

I would dispute the latter statement, innovation is a personal state, the problem lies in being able to develop the original ideas into a working model. This again may be possible in a limited sense but to build a prototype and market your ideas will, I am afraid, need financial support unless of course one is immensely wealthy with many contacts in the business world.

Yes .

This brakes down when it comes to certain fields.

Even the spirit of St. Louis cost $10,000/- in 1926-27, It was very simple but had certain innovation in it, flew NY to Paris non stop.

Owner inventor had only $2000/-prominent people from St. Louis , MO backed the project(some as a joke).
