Best light truck 'rain' tire 31X10.50XR15?

I live in Seattle and I need a good tire for wet conditions. I do some off-road driving too. I am buying tires on Wend and need some good honest suggestions. I have a 2WD 2001 Ford Ranger. Wheel size 31X10.50XR-15. Thanks!
