Puppets of all kinds are great - lunch bags with the fold as "mouth" are easy - kids decorate the bags, put on eyes, nose, etc. You can have red ovals to glue in as tongues. Socks work, too. Or use old gloves to be a whole family of puppets. Then you can put on a puppet show.
If you don't care about a take-home product, shaving cream or whipped cream on a waterproof surface is good for a long time. There are tons of books out there with easy to do crafts for young kids - hit the library and you will be set for life!

For a good winter craft you could try a Styrofoam snowman. I did this with 3 little boys ages 3, 4 & 5 and they loved it.
I used:
precut strips of floral wire
small styrafoam balls in three sizes
small buttons
toothpicks cut in half and colored orange
small twigs
black marker
glue
thin strips of material
I shaped the floral wire by making a spiral that is about 1-2 inches bigger than the bottom ball starting from the outside of spiral in then made a piece stick straight up. It should be as tall as the 3 balls put together. Then I let the kids put the three balls on themselves. Then let them draw the eyes and mouth on with a marker. Then let them glue a button on the middle ball. Next have them tie strip of material around neck. Finally have them stick the toothpck nose in and twig arms on.

Most craft stores carry kits that have all the supplies you need and will have the reference age marked on the packaging. Check out the Foamies. Foamies have book marks, cup holders, and other things that just requires some glue and glitter. Some Foamies are already sticky on the back. Hope this helps.

Wow... a really open ended question --- I'll give some of the stuff i've done with my daughter...
For Halloween, my daughter (5) made ghosts to hand outside with me... A yard of fabric from the dollar table at walmart, plus a package of varying sizes of styrofoam balls and some black yarn. It was a blast. I cut the fabric, wrapped it around that balls, she tied it with black yarn and drew faces on the ghosts....
For Thanksgiving, she will be tracing her hand on paper to create a "turkey"... Then we cut it out and she decorates it. Cut out a ring of paper and glue or staple the turkey to it for instant napkin rings.
For Christmas last year, she helped me make a Christmas tree cake. It actually stood up. The recipe is simple, and I'll be happy to share it with you if you want. My daughter got to use cookie cutters to cut out presents of different shaps, pour a liquid icing over it, and decorate with icing gels.... You can send me an email at snoopytroll@yahoo.com.....
For just day to day stuff.... we like to cut shapes out of playdoh and let them harden, then paint them..., we made our own "floam",
