To prevent abuse of power. The framers did not intend for this to be a monarchy, which is why they made so much of checks and balances--even though our current Pres thinks he is supreme ruler, he is no more powerful than the Congress or the Supreme Court.

Remember the phrase "checks and balances"....also keep in mind that the USA was founded by people who were afraid to give too much power to one person. Great Britain had a king who was autocratic, and the framers knew that the power to declare war could not be taken lightly. It brings a lot more thought to the table when congress debates an issue than when one man decides.

The framers chose not to give the president unilateral power in a lot of areas because they did not want to create a monarchy, which is one of the reasons they fought the Revolutioary war, to break free from the English monarchy.

I think because of the magnitude and the far reaching effects of the declaration of war. I think they felt it's a decision that should be decided by a group of people so that the pros/cons could be weighed and it wouldn't be made in the heat of the moment.

They were trying to make sure a warmongering president would never have total say . But in this day of police actions what difference does it make? We don't declare war on you we just attack you .
