The coin you are talking about is the 1997 edition (the only £2 coin to have the queen with a necklace) If it is mint condition (i.e in a sealed pack direct from the royal mint) it can be worth upto £10 or so to a collector. If it is any other condition it its worth £2. There was a rumor that they are collectors items but this was definatley only a rumor.

I take it you are referring to the younger portrait of The Queen used for the last time in 1997.
The £2 coin entered general circulation in 1998 with a new portrait of The Queen - the one on present coinage, i.e. a more mature portrait of Her Majesty. There had been some confusion as to whether to go ahead with the introduction of the £2 coin as talk of adopting the euro was topical at the time.The first £2 coin had been minted in 1997 but not issued. Eventually it was decided to go ahead and issue the £2 coin in 1998, and both 1997 & 1998 coins were issued in 1998. None of the £2 coin issues are rare nor worth more than face value.

funny you should ask this question I have just had them valued after hearing all sort of estimates well hers it is from a Manchester coin broker mint condition £2.50p all others sorry to say £2.00. I had three out of 50 valued at £2.50 the £20 value is on the old £2, silver and gold coin

a mate of mine reckoned they were worth more than £2: he suggests approximately £20,000 - £30,000, cos they're considered to be rare and a printing error for the first few coins. The designer made it with the necklace, but someone else said no, no necklace: but about 1000 had already been made with necklace and distributed, so they became worth a LOT more. Worth hanging on to if its all true!
