If I'm reading your question correctly, you just have ideas about children's book, but haven't written them yet. As far as I know, publishing houses don't accept ideas for fiction novels (including children's books). You first have to write the novel and then try to get the attention of a publishing house through the use of a literary agent or a really good query letter. Technically, you take a risk in devoting months, if not years, to writing a novel because there is never any guarantee that it will be published. But you'll never know if you don't try, and the first step, like I said, is putting the idea to good use by actually writing the book.

Hi! Start by writing the story, even if it's just a brief outline. Or if you're more into visuals, use sketches. This approach is for "market it myself." In my experience, publishers want to see manuscripts that are practically ready to publish; they do NOT want to help develop ideas. Look at The Writer's Market 2007 for places to submit "unsolicited manuscripts."

Also remember: write to please yourself.
