Call the county clerks office in the country where you were born and ask for their address and the cost of getting a certified copy of your birth certificate. Also, ask them what sort of identification you need to send them to get your birth certificate.

You need to get the application, then get that notarized by showing proof of identity to the notary and mail it back to vital statistics in Georgia.
