I truly hope your native language is not English. That would be the only plausible explanation to write such inane, ridiculous drivel - a profound lack of comprehension. Your group of statements are insulting to the English language.
First, it is clearly an insult directed at an individual.
Second, it's LOSER! "Looser " applies to knots, lips (loose lips sink ships), and such.
Third, "simple-minded" would only be used as an adjective, not a noun.
Fourth, "stepping on the toe" doesn't designate whose toe you wish to avoid stepping on.
Though, it seems clear that the victim of your intended epithet would indeed have their toes stepped on, were you to form a complete sentence.

You can try to justify verbal abuse all you wish, but those terms are not nice and constitute verbal abuse. Why don't you try to say something nice or else just not speak. Why harass people who are not as smart as you think you are? Maybe it is because you feel inferior and want to try to establish your superiority. This sort of behavior just makes people think you are not worth knowing.
