Uhm, no. If anything, it needs to be raised to 18, or at the very least, under 18 y.o.'s shouldn't be allowed passengers. There have been a few places to ban passengers for 16 and 17 y.o. drivers, and the results have been STAGGERING. Teen accidents practically fell off the map.
BTW, did you hear about the 17 y.o. that tried to kill herself because of her b/f by ramming her Mercedes head on into a car? Turns out, she only succeded in getting a few minor cuts, and killing a mother and her 2 children.
TEENS are nuts. The world is black or white with no gray to them. This creates a dangerous person in general, but put them behind a 4000 lb mobile death machine, and this makes every single one of them a ticking time bomb.

I don't believe that the driving age should be lowered at all. If anything, I believe that it should be raised. I am now 22 and I remember back when I turned 16 how much of a lack of respect for vehicles I had. Cars are dangerous things. It takes a showing of responsibility and coordination to be given the privilege to drive. There are too many teen deaths caused by accidents that I think by lowering the age to 13 we would be causing more of these. Look at european countries, most don't allow driving until you are 18. They have some of the best teenage driving related death rates. Just my 2 cents.

No. That is to young. Kids at 13 still have growing to do, and maturing. 16 is a perfect age.

they set the driving at 16, because thats when the government feels your are mature enough to be able drive a car safley. you can get a license at the age of 13. its called a hardship license. But those are rather hard to get. they generaly go to farm children. or people who would otherwise not be able to a productive member of society

absolutely not. they are not mature enough. three years makes a lot of difference. im seventeen and my mom wont let me get my liscense because she doesnt feel that im ready to drive amongst wreckless drivers. imagine what the world would be with 13 year old drivers..ide kill myself before i step foot in a car.
