You pose an interesting question. Should they be "able" to drive? It would certainly cut down on parent's chaffeuring time if they were "able."
"Should they be 'allowed' to drive?" is another question, entirely. As even many 18-, 25- and 47-year-olds lack the emotional maturity to treat other drivers with courtesy and respect, I would say that most 13-year-olds would fall into the same category.
My recommendation? Absolutely not!

No!teens at the age of 13 shouldn`t be allowed to drive because they can`t be mature enough to deal with drunk drivers&irrational adults .moreso,a 13 year old will be easy to intimidate.Also,at that age ,you feel you can conquer the world and do so many irrational things and so it is better to wait since you have the rest of your life to drive if you want to.

no, having had 7 kids between us, and doing treatment foster care.....all teens, I say teens go brain-dead at 13 and should not even be allowed to dress themselves, let alone drive.

well if they can hold down a job and pay tons for insurance and pay for the roof over thier heads and everything else like food and education then maybe. driving is a privilage not a right grow up and learn about the real world first

as long as it is a bicycle,or anything without a motor on it. not mature enough for driving auto's yet.
