3) I'm not exactly sure what this is asking. It could possibly be all public vehicles and the maintenance records.

4) same issue with 3, maybe all components manufactured? Then you could compare the components manufactured with new equipment to components manufactured with the old equipment.

Population is the group of people you take the sample from.

1. People who work where people can smoke
2. People who live in the area
3. Whoever samples the vehicle
4. Whoever samples it using new equipment.

The sample is taken from those.
