Did you ever play the "Cash-out" lotto in Netherlands? Probably not. You can't win if you don't play. Don't send them anything. You should probably report this to the FBI. They investigate these claims.
Otherwise just delete the email.

Dear Friend, this is a scam. Do not respond at all. If you receive anymore information from this site, mark it spam and report that site.

Good luck.

This is false, send a reply asking them to provide the winning numbers that were entered( they wont) and wait for a reply. If they reply, ask them for the name of the payments manager and the bank handling their account and hand it to the police when they send it.

If you win money they do not ask you to pay... any winnings will have any processing fees deducted from it. Now the big question is do you remember enetering the contest or the lottery?
