You are allowed to go over your managers head... The proper way is do it with letting your manager know what you are doing, phrased not as a threat.
For example;
"Mr. Smith I'm very concerned about not hearing anything about the raise we discussed. Who can you suggest I go to get an answer in the next day or two?"
Part of being part of management is handling hard situations well. Don't make your boss feel that he made a mistake. Handle this professionally and maturely. There's a hundred reason your boss has not contacted you. There's only one reason needed to prove to him that a mistake was made........
