First of all, I just want to let fsufkshtu know that Every Rose Has It's Thorn is by Poison, not GNR. I don't think any metal band has put out a ballard. I think a lot of people think Guns N Roses and Cinderella, Motley Crue and what not are metal bands but they are definitely not. They're either hard rock bands or glam rock bands. And they have put out a lot of great power ballards. In my opinion, some of the best are:
Without You - Motley Crue
Forever - Kiss
Don't Know What You Got Till It's Gone - Cinderella
The Ballard of Jayne - L.A. Guns
I could keep on going buit I'll stop there.

By definition, if it's a ballad, it is NOT METAL. Ballads are love songs, and METAL is METAL!
There are some "heavy rock" songs that are ballads, and most people who don't understand the difference call it "metal" but that's not the case.
That having been said, if the rock charts are to be believed, the best hard rock ballads are probably "Still Loving You" by the Scorpions, "Don't Know What You Got ('Til It's Gone)" by Cinderella and "November Rain" by Guns'n'Roses.
(And none of that is METAL!)
