War crimes trials should be coming out of the Geneva Convention. Not sure who put Saddam on trial . . .

Either the UN, or the nations that they are from. If the UN took action, there could still be a hold-up because the UK and US didn't recognize the action and refused to do what the UN said.

Saddam was tried by Iraq, at least in theory.

I don't know about Bush.
Under UK Law, the prime minister enjoys crown immunity. He cannot be prosecuted while he is in office although he could be impeached by both houses of parliament and tried by a panel of law lords.
Once he has left office, he can be prosecuted in the normal way. If you can put together a dossier of what crimes he has committed and what laws (UK or International), send it to the Crown Prosecution Service. Don't take it in person, there will be a queue.

unfortunately we need to have a bigger gangster than bush and blair to bring them to the gallows. ofcourse it was them who decided this punishment for Saddam.The civilized community of the world has already marked their abhorrence against their decision of waging war. Remember the time when millions of people protested to stop usa from invasion against Iraq without having Security Council's consent and without having any material evidence. Grrrr
