Three options:

1) You can get PC monitors with analogue video inputs. Like for example mine has an S-video and a composite input, as well as the standard blue analogue PC connector and the white digital DVI connector. A PS2 video cable has the three round composite connectors (red, white, yellow), so you can just plug the yellow one straight into the monitor.

2) If your PC monitor doesn't have such inputs (most likely, as they are not very common), you can buy things called VGA boxes (google it, or try ebay), which convert the signal. You will then be able to connect it to your monitor using the same blue connection as your PC.

3) Get a video input / TV card for your PC. This will require the PC to be on whenever you use your console as the video signal will be going through your computer's actual hardware. You'll need to boot up your PC and load a media program that will enable you to watch TV from your video/TV card. Advantages of this method are you will be able to resize the console picture into a window and use your PC at the same time and also record your console's video signal, should you wish to do so.

I'm not sure if there's a way to do this without extra hardware, but I know for a fact that I can do this by hooking up my Xbox to my little purple box on my All-in-Wonder.

The Radeon All-in-Wonder has an external dongle that you can hook up the red yellow and white cables into from your PS2.

You can get special devices which sit between the TV signal and the monitor - but you don't get any higher resolution and the only ones I've seen (Maplin Electronics) are quite expensive.
