I agree with what everyone above said, but there is also the thrill created by the risk of getting caught -- pardon the irresistible pun -- with your pants down.

It's uninhibited behavior. You can be yourself without "hiding" behind clothing. It's very natural feeling.
Undoubtedly, some are doing it for the opportunity to be naked with the opposite sex
