Does your school have a drama club? Does your town have a community theatre? These are the best places to start if "cheap" is really a factor. There are some private schools as well, but they can be expensive. Also there may be a casting director in your area who gives classes on acting for the camera. However, beware of "talent scouts" who are more interested in their own income than in your career!

You don't want cheap lessons. Ask your parents to call the theaters, Universities (ask for the theater department) and ask for recommendations of drama teachers in your city.
