with any crimes and isn't it up to the 'victim' to decide who gets to chillax and who get soup line duty?

the only person ever charged is the person who did the crime. which is who the victim accuses and if the court finds that person guilty. however an acomplice may be charged depending on the crime. the victim also doesn't get a say so in what the sentence of the crime is. that is determined by the judge.
i'm am actually going to be upset if i get ten points only because i actually understood the question in it's ghetto form.

Sometimes, you and your spouse rub off on each other and you change slightly. DON'T marry someone however, thinking that you can change them however you want them to be. That will probably not happen and you will not be happy, espeacially if it is something big.
