they say the motherboard prosser and ram is broke am i being ripped off

Possibly. If that were the case you'd usually hear a beep from the motherboard at startup - if its freezing but running then it could be they're having you on. Either way that's a steep bill to charge

you can get both of those for less than that but not to have them do it for ya. Take it to another place and see what they think is wrong with it, but dont tell them that you already took it to the other place, see if it's the processor and ram at that place if it's not than I would say your getting ripped.
Seems to me both of those at the same time is not very likely.

take a look in your local paper as there are individuals that offer computer solutions either via the phone or by a home visit. They are far far cheaper than a shop and it'll pay to get a 2nd opinion.

Get a Mac, you won't have such crazy problems, and if you do then it was a fluke and the store will fix it for you as long as you are still under warranty.

No doubt yours is an older computer...

The overall cheapest thing to do is to buy a new one...A $200 repair bill is half way to a new one... To repair , you will still have an old computer....

it is possible that they are correct, without knowing more. it depends how far it gets in the start up process. if you see your os screen, then they are probaby ripping you off.
