I think that for the most part, what you've observed is definitely the most common result of welfare. That said, there are a few diamonds in the rough - those people who truly use welfare for the purpose for which it is intended, to get back on one's feet long enough to become productive and self-sufficient.
The question I've always asked - Is 1 out of 100 a good success rate for a program like this?

It can be very helpful; for instance; when I had to leave my daughter's abusive father I had nothing. We started out by sleeping on my friend's couch & living out of a duffle bag for a month (my daughter was 8 mos old at the time) Eventually we moved into an apt & slept on the floor until I could afford a second-hand bed, and, I used welfare at that time just so we could eat. I'm a professional, now, and we have a very comfortable lifestyle. We got the help when we needed it. I guess each individual handles things differently-

No. It is only bad for people who take advantage of the system (granted there are quite a few). Welfare gives people in desperate situations a chance, and more importantly keeps children insured. But that is one of the problems with our government, low cost health insurance should be available to EVERYONE. When you have a working family whose employer does not offer insurance and they are unable to afford private insurance, the logical choice is medicaid. It pisses me off when everyone assumes that all people on welfare are unmotivated, worthless and lazy. Is a little human compassion too much to ask for? After my ex husband left me with a young son to support, I was on welfare. I was still motivated enough to continue my education and get a job. Now I am remarried and have a working family and we are not on welfare. Try putting yourself in someone else's shoes for one day!

That is the problem with the welfare system. People get stuck in a rut! They are given money without having to produce anything. I don't mind giving welfare to people who are helping themselves, but not to the non-producers.

Not if it's a proper system. By that, I mean a system that encourages it's clients to seek and obtain work.
In Alberta, Canada, our welfare system is called S.F.I. aka .. Support For Independance. Our system not only encourages one to seek employment, it HELPS you to obtain work ... in every way possible. This includes covering your monthly expenses, while you upgrade your education ... if need be.
Some get the impression that people on welfare (such as single mothers) are living a life of luxury. I challenge them to live the life for a few months ... their opinion would change.

Welfare was designed to be a crutch to help people along when they are down and need a hand. A charitable act in keeping with US values.
However, it has morphed from being a temporary crutch into being a permanent wheelchair. Making people dependent on handouts instead of being independent and developing skills to survive.
Welfare disempowers the recipients when allowed to become their long term source of income.

Yes, I agree that welfare makes some people lazy. But how can you take it away? There are many people that need welfare, rely on welfare to help them eat, and don't abuse the program.
It's difficult to weed out the people that are abusing the program and it's not a program you can terminate without punishing those that need it.

I'll have to say I've seen the same thing. A friend of mine has been on welfare for a few years. Before that she and her husband both worked. When they found out that their oldest son was elegible for SSI they applied, got approved, she quit her job, they started collecting welfare, he quit his job. In a bunch of cases I guess it helps people out but in the personal things I've seen yes it has made people lazy

I agree with you, welfare is just a good excuse to not work. I think welfare should only be payable like UI. You get what you put in, If you never work, and just poop out kids, then you get nothing. But if you have worked, and paid in, then something happens, then you are due.

Unlimited welfare = Bad
Welfare with an expiration date = Good (because bad things happen to good people)
