There are lots of correct answers, but not all complete. Z71 is one of many RPO (regular production option) codes, which instruct the the factory which components to build the truck with, and also tell the dealer, and end consumer what options the vehicle has. The Z71 option package includes: Slightly heavier rated torsion bars in front, Bilstein off-road shocks, skid plates, locking rear differential, and decals. I don't think I'm forgetting anything. Also, some Tahoes were built with the Z71 package (1999 I think,) which included all the items that the trucks carried, plus black tube steps, black brush/grille guard, and if my memory is still working, black rear tail light guards.

It's GM's corporate code referring to the off-road package componentry, including suspension tweaks, tires, etc. It's actually used on the build sheet in the factories to ensure the right vehicles get put together, and there's a bunch of other famous codes, none more so than the Camaro's Z/28 option. GM happens to use it for marketing purposes as well, as their codes have a ring to them that flow nicely.

It's just an option that GM offers. It means the vehicle is equipped with skid plates, heavy duty shocks (off road) and maybe a few other little things I am unaware of

RPO(regular production option) designation for the suspension pakage, and they happen to put a decal on the side of the truck. GM has done this for years. Z28,LS7,LT1,L82,W41,etc. They use it internally to tell what the vehicle was built with for options, engines, and it took of from there.
