You say you checked the power supply already... how exactly did you check it to see that it is functioning? If you are able to turn on the computer and get fans running then the PS is ok... if not then you need to check if the reset (generally red) is in the correct position. If that doesn't work, replace the supply.

If the supply doesn't seem to be the issue then I would disconnect the CD drive and try everything like that.. no power still may mean you fried the motherboard (which is a possibility)

I can't say much because I have worked on computers with live power but unless you know what you are doing it is certainly not suggested...

Oh boy. You may have just fried the power supply (which would be good) You can replace it pretty cheap sometime with a rebate you can get one for free.

If that doesnt work then you have screwed the mother board and probally everything attached to it (yea so everything). Then you will need a new computer.

No idea about any of it. I can't understand why there were BARE wires in your PC. There should have been a plug on there. Then I don't understand what you're doing working on live machinery; it's bad enough having to be careful of static, never mind current.

it's only the powersupply! it might be the fuse inside the powersupply, you can fix it or buy a new powersupply! new powersupply is about £10! cheap on ebay.
good luck
