Lithium is an extremely reactive metal. When exposed to even small amounts of water, it will explode and burn.
Boron is not nearly as reactive as Lithium, and is a fairly stable element.

depends what you're trying to react either with. if it's water Li is highly reactive while B is only so-so. Think about where they are on the periodic table
