No - sexually active is purely relating to the act of having sex - masturbation doesn't count. It's usually in relation to medical questions. If you are sexually active then you are coming into sexual contact with other people/person in intercourse.

Masterbation can begin at a very young age...children touching themselves and learning about their bodies, so masterbation alone does not make one sexually active. However, ANY sexual contact with another person is referred to as being sexually active.
