I always buy my little g'son's slim size jeans at Sears. Their Toughskin brand seems to fit better and the lengths are good with room to grow; that might help you with the length problem. I don't think the manufacturers make a length variance in the toddler sizes. The different lengths start with the Boy's sizes on up.
