I read somewhere that a LLCs Operating Agreement had a $170 filing fee. I lost "where" this filing should be made unfortunately.

I contacted the Secretary of State (Wisconsin) Department of Financial Institutions, but they said "not here"...

Any ideas?

The Agreement you are speaking of is for the IRS. Just call their 1-800 (listed on their website) and they will be able to tell you the correct mailing address.

LLC's must file with the IRS.

LLC's must file with the State where the HQ is located.
LLC's must file with the local authorities.
Each has it's own filing fee.
