The best rates are on line. The rate depends on the destination. I will give you some pointers. In any case you need to see the best rate for the destination you call most.
1) Cloncom - best for Latin America - see http://www.prismlongdistance.com/
2) 1st4phonecards - a British company, so the best service if you call from within Europe see http://www.first4cards.co.uk/
3) Nobelcom - good rates to most countries http://www.nvcards.com/

Well it really depends on where your calling to and what state ur in...sometimes you find the best phone cards for overseas, and it gives you hrs of talk time...be careful...cell phone numbers are usually more expensive when you connect (phone card charges more for cell calls). Where r u trying to call? Every country has more minutes--for the money...if you choose the right one. Hope I've helped. E-mail me if you like...maybe I can help.

I don't really know anywhere online but if you have a Family Dollar or Dollar General near you both sell phone cards fairly cheap
