.rar is just like a .zip file only natively windows cant extract it.
Download winrar or powerarchiver. Then right click on the file and choose extract here.
Or use Daemon Tools to mount it to a virtual drive.(much harder not recommended)

Whilst all the other answers are accurate and I agree with them entirely, Winrar is a commercial program. If you want open source (and therefore free) software that can handle rar files try 7zip -
