Every so often, a waistband of fairly new pantyhose will stretch out of shape, even though the legs are in perfect condition. Is there a way to fix the waistband so that they can still be worn? Please, no safety pins....I have tried that and it can get dangerous.

put a few stitches on each side, you would have to take the same amount on each side or it will sit crocked.
make sure and cut the folds you made, or this will show through what you are wearing and look bulky.

Every once in a while, you just get a dud. lol...

Try tacking the waste band at the seams. Pull it in a bit and sew the seam to make the waste band smaller. This can be a little tricky, but it's better than safety pins.

Well, I was going to say a safety pin but that's not safe (like you stated - they can come undone and that's a pincher) Maybe take some needle and thread and take a tuck in the waste band and sew it smaller. That might work.

put a rubber band around the stretch out part at the top You can't reshape them because of the material it doesn't go back in shape.
