It also depends on the kind of animal. You could have 100 pet fish and it would be no big deal. 100 horses might be a problem unless you had a 150 acre ranch.

yes you do, because if you don't people will call animal control on you and then you will loose all your animals. call your town office to see how many animals you are allowed to have on your property and they will let you know how many you can have with a permit. also it may depend on the type of animals you are housing. animal control may come out to make sure that the animals are in good health and care for properly, not saying that you're not a good owner but that is what they do in this kind of situation. good luck.

In most places, you need permits for more than 6 animals (not including fish, etc.)
