Many rapists (and worse) start out that way, you need to be pro-active in getting this guy caught. I like the above suggestion of surveillance camera. Anything to trap him, get him identified and behind bars will help society at large. Do your duty.

Put up a sign that says peeping toms will be shot. Then go out and buy a rifle.
I also like the BB gun idea above. Won't kill him but definataly gets the point across.

Buy a BB gun and shoot him whenever you catch him. maybe if you date a big strong guy it will put some fear into your peeping tom.

I'd get hidden cameras the whole works to catch him. Carry mace with me everywhere. Have 911 and the police on my cell. Get a doberman.

he wants to see your nipples, he probably wont hurt you, but i'd set up some surveilance cameras and catch him on tape for the cops

he must get off on seeing you in fear. I say have a boyfriend, brother or friend wait for him and kick the living sh*t out of him.

Well, the way I would cure a peeping tom is to actually let him see me completely naked once! That'd do it! hahahaha
