I think they are only made for the North American market.
I don't think you can get them off a showroom floor in Europe, but you might be able to work something out with Honda to get one if you have a ton of money to throw around.
Honda often rebrands cars in different countries that have very similar features. For example the Acura CSX in Canada is a Civic in the United States and the Honda Accord in Britain looked much more like a TSX/RSX than a US version of the Accord to me. The Honda Legend in Europe is called the RL in the US.
You can get a CR-V in Europe, but I don't think you can get the tuning/turbo engine yet. Based on how the RDX is selling in the US, it may not stick around long enough here in the US so I doubt it will make the trip across the pond to Europe.

Moldova is actually poorer than Albania and is the poorest European country by quite a margin - the next poorest is Armenia. This is most likely due to decades of neglect when it was part of the Soviet Union, coupled with lack of anything much they can now export and an independence movement in the Trans-Dniester which they have not managed to subdue.
