lukewarm is a bit warmer than your skin temperature, so yes, use some warm and some cold water.

Lukewarm is slightly warmer than your natural skin temp. I usually turn the cold on first and slowly warm it up with the warm until it is a comfortable temp.

Yeah it's not completely warm but not completely cold either.
