It can be same guy. Terrorist is against you. Freedom fighter is on your side.
That is why the UN can not act effectively against terrorists. There is always someone doing the voting there who thinks of them as freedom fighters.

The striking of government officials, military and other non civilian targets would classify a group as freedom fighters, once they cross the line and involve innocent civilians they become terrorist.

Depends on how succesful you are.
Yasser Arafat was at one time the most wanted terrorist in the world.
He was also awarded the Nobel Peace Prize although he never renounced violence.

Freedom fighters are like our Founding Fathers. They wanted to establish a democratic country that repects its citizens rights.
Terrorists are people who have been brainwashed and will do anything to someone else so they will believe in their thinking.
