It might mean
a. the person is going through a period of wild actions, and is having fun in the single life.
or
b. she is sowing her oats can also mean that she's laying into plan something that might come back to bite her in the butt.

Actually the line is "Sowing her oats." This generally refers to the idea that the person in question is doing things that they normally would not do (This could be sex, drugs, unconventional behaviors, etc...), but does them because she has not done them before. This line is closely related to "Getting it out of her system."

It usually means going out and having lots of sex before getting married. Sort of a way to experience things before you settle down to one person. But probably can be used to mean other things.

I think it means finishing up unfinished business before...say...getting married. I hear this a lot with engaged people. I guess before they take the plunge they wanna close any chapters in their life that might still be opened.
