Make up little gift vouchers for say, entitles bearer to one house tidy, or one hour gardening or one hour foot massage etc. Tailor it to whoever you're giving it to!

Can you bake? I don't know how creative it is, but I have no money either and what I'm going to do this year is bake lots and lots of Christmas cookies and put them in festive little tins that you can get at Wal-Mart for $1.99 each. I'm just going to give those cookie tins to all those people I know but am not that close with, like my neighbors and my boss maybe.
If baking's not your thing, why not burn mix CDs for all your friends and family neighbors? A spindle of 50 blank CDs costs about $30, and you can just use your own music that you've uploaded onto your computer's media player to burn compilation CDs that you could uniquely tailor to each of your friends' personalities, interests, etc. I would do that myself except I haven't got a CD burner either. But lots of people do, and if you are one of those people, it is a great gift idea, and a very personalized one at that.

put together cookie recipes into a jar,decorate the lid,write the recipe down and give that,you layer the ingredients so it looks nice in the bottle and all the person has to do is put it in a bowl and mix and bake

Do something different...want to give a heart felt present to someone? Write to them and tell them how much they mean to you. Put it into an e card and send it. It's free, you have access to a computer,and it's personal.

earn money! offer to babysit, raise money by selling cookies or such, or get an allowance!!!!! Go to the bank and take out the amount of money u need!! sell things u dont need like old bikes and stuff. hope this advice helps.

how about cooking/ baking/ making jams/ chutneys etc
pick some greenery & make xmas wreathes for peoples front doors
check out the local freecycle in ur areas( freecycle.org) they advertise free stuff only !
