i hear there is a kind of messaging relaying tool which is available online,can snap into some kind of renowned web or email server or service, and relay my msg to the relatively sensitive targeted area for communication, to avoid censorship, is such tool true, and if yes, where can i have it

Why do you want it? Are you planning on spamming people? Even if you knew what you are doing, I think its illegal.
download argosoft mail server and install it on your computer. you'll need to read the docs to configure it. Once you configure it, use outlook express to connect to it and voila..... you can relay messages to other people.
oh, btw, people do have sophisticated anti-spamming tools so chances are, your messages will get caught and it will never make it to the intended target.
