Say whatever you would say to a person who wasn't dying. Treat the situation like they were going to be around for a long time. There's nothing you can really say to sympathize with a person who is dying. Sympathy only makes them realize that their life is coming to an end and they really don't need a reminder. It is very hard to talk to someone who doesn't have much time left, but if you treat them like just another person, you will give them the best going away gift anyone could ever get.

The latter is the better way. I would prefer your presence (talking or not).
If talking is should be about shared experiences to bring a smile on the lip and to relive a more happier time.
You can bring a photo album as a reference and to show the person.
If the person is Christian and knows they are dying, ask them if they would mind if you read bible verses aloud - then find scripture that is uplifting.

if they want to talk about it, than by all means talk about it, other wise don't. Presencing is the most powerful way of showing you care and are truely there for that person. What I mean by presencing is just BEING there, you do not have to say a word, but be alert to the persons needs and emotions, a simple touch says more than any words.

just talk about anything, if they feel up to talking, hold their hand read them a story or something, if they are religious they might enjoy some passages from the bible, just let them know they are not alone and that you love them

In Islam, we have the tradition of saying the Lords name and our article of faith over and over before the person passes on. It encourages the to-be-deceased to say the Lords name as he/she breaths their last breath. Seeing a loved one die with the name of God on their tongue is an experience for the faithful, believe me.

Voiceofreason.^ your an ***. you enjoy your time with the person. tell them that you love them. they know that their going to die most of the time so saying its going to be ok, that their going to pull through is really just torture. tell them that there going to a better place. comfort them.
